Strong Towns, a Minnesota-based non-profit organization, has released a report titled "Minnesota’s Most Vulnerable Cities." The report illustrates that many local governments are exposed to a risky dependence on state and federal funding that grows less sustainable – and less predictable – by the year.
Many local governments have developed a financial structure that’s highly exposed to the risk that state and federal funding diminishes in the future. These communities rely on state and federal funds to provide basic services that include streets and highways, parks and open spaces, economic development and public safety. With the strong likelihood that future budget constraints will force reductions, or even the elimination, of state and federal support, dependence on these funding sources by cities is a gamble.
Strong Towns believes that the level of economic growth and system of state and federal support in Minnesota have until recently insulated our communities from the reality that Minnesota’s places need to become more productive.
